We identify three specific formative types of CGRs—self-initiated, independently convened, and externally directed—which we further develop in chapters 2 and 8. Each CGR type is not only set apart by the way it is formed but is also distinguished by a set of prevailing conditions and characteristics. Before we move on, it is useful to make one additional point: Like crossboundary collaboration and collaborative governance, CGRs are not static phenomena; they change, develop, and adapt over time.

The locus of action is directly related to the collective purpose of the CGR— that is, the nature of the focal public problem or opportunity and its effects determines whether the CGR effort originates at a community, local, state, regional, or even national or cross-national level. Moreover, the locus of action has a direct bearing on the CGR’s geographic scale, which concerns the number of intergovernmental jurisdictions involved in a collaborative effort. Because they deal with a class of resources, services, situations, or locations, policy-oriented CGRs generally cover multiple intergovernmental jurisdictions, and thus have a larger geographic scale.
