In the years which followed, amendments were made to the Yukon Act, transforming the Council from a purely appointed body, to one which combined appointed and elected members, and ultimately to a purely elected chamber. During this time the size of the Council grew from four appointees to 10 elected members.
5 Just as the gold rush had made necessary some form of territorial institutions, its eventual decline exposed them to review and retreat. Yukon Act amendments empowered Ottawa to abolish the Commissioner's position and the Council if necessary. Political resistance by the resident population led Ottawa to reverse a 1918 plan to restore an appointed Council, though it could not prevent the reduction in the number of elected members from ten to three. Postwar retrenchment also saw the office of Commissioner abandoned (with his duties passing to the Gold Commissioner), along with a drastic scaling down of administrative commitment.
