Instead, every operation needs to be negotiated with recipient communities, and with national, non-state and international authorities that often have competing aims. Levels of time, resources, security and political consensus are also seldom sufficient for perfect programming. This means that the practical ethics of humanitarian action are always being worked out in sub-optimal conditions, and that humanitarian principles can often clash within the operational options available. For example, meeting people’s needs may often require a trade-off between humanity, neutrality and independence.
